Indigent Program (MAP)

Nacogdoches County Hospital District Indigent Program Information
Designated as the payor of last resort, Medical Assistance Program (MAP) is designed to provide covered medical services to low income residents who have no other public or private health care benefits and who meet all eligibility requirements of the program. MAP offers assistance by utilizing medical services through local physicians, hospitals, and other facilities.

Please be advised that effective April 19, 2023 the Indigent Program for Nacogdoches County will cease to be implemented through Nacogdoches Memorial Hospital. Learn more through our Letter to Providers.

Friday - 9:00am - 12:00pm
Lunch - 12:00pm - 1:00pm

As Nacogdoches County Hospital District’s Indigent Program Director, Jesús Rubalcava helps people who don’t qualify for state or federal programs get access to health care services. He has worked in health care for more than 22 years, and the path to his new position has been paved by inspiration, encouragement and hard work.

One of Jesús' former teachers, Mrs. Rebecca Shokrian, taught him to speak English when his family first came to the United States, and he credits her with inspiring him to help other people. During his last semester of college, a professor recommended him for the in-house Spanish Interpreter position at Nacogdoches Memorial Hospital. The job was supposed to last for four months, but it turned into a career.

“When I started as an interpreter, I decided to stay in healthcare because of the satisfaction of being able to help the non-English patients,” he said.

In addition to his service as an interpreter, Jesús has also worked at the hospital as a staff accountant, a payroll manager, a financial analyst and controller.

“The positions that I have held have given me the opportunity to work with patients, staff, and many local doctors,” he said. “I have learned medical terms and am able to speak with the patients in a form that they are able to understand.”

Jesús was in the Top Ten of his 1996 graduating class at Westwood High School in Palestine and earned his associate degree in business administration in 1998 from Trinity Valley Community College, where he was a member of Phi Theta Kappa, an International Honor Society of two-year colleges. He graduated Magna Cum Laude with a Bachelor of Business Administration in 2001 from Stephen F. Austin State University, where he was a member of Beta Gamma Sigma, the honor society for collegiate schools of business, and Alpha Chi National College Honor Scholarship Society.

Jesús and his wife, Veronica Chavez Rubalcava, have two daughters, Ariana and Angelica, and two “awesome” dogs, Phineas and Bonita. They are members of Our Lady of Guadalupe Catholic Church in Diboll, where Jesús is an instituted acolyte, president of the Pastoral Council. In his free time, he enjoys working in the yard, road trips with his family and taking naps.
